How can I host a Blazor Server app in Viusal Studio while running the playwright tests?

I would like to use Playwright tests for my Blazor server app. In order to run the tests of the website even if the website is not hosted anywhere, I want it to be hosted by Visual Studio or a CI pipe while running the tests.
